Shannon Cutler, 4312 Deep Creek Blvd Taking Pictures

I observed Shannon Cutler  taking photographs of the next-door neighbors' vehicles parked in their front yard. He previously engaged in similar behavior toward us; we were unaware that this was an issue until we noticed him taking pictures of our property.  Video Here

Shortly after the incident, we received a notice from the city 

Based on what we have seen, he appears to report various households in the neighborhood and has, on multiple occasions, suggested to others that my mother and I were responsible for those reports.

That was a lie. In reality, a tree limb became stuck on the roof. Verbal Threats, 4312 Deep Creek Blvd

​As you can see in this security camera footage, I pulled into the driveway while Shannon Cutler , a Maaco employee , was standing between two trash cans beside the garage of Barbara Patterson , a Walmart employee . As soon as I exited my vehicle,  Shannon began yelling, "Hey, leave my family alone, bitch! You are going to get yours!" ​Immediately after entering my home, I called the police. An officer eventually called me back, but he stated that  Shannon had already called with a different version of events. The officer told me I was free to seek a restraining order , but claimed  Shannon's actions were protected by " freedom of speech ." He dismissively told me that he "cannot arrest everyone who says they are going to bonk you on the head." ​I tried to explain that this situation is far more serious than a simple threat.  Shannon had already attempted to hit me with his car back in April. The residents at 4312 Deep Creek Blvd , the Cutlers, frequently park their vehicles on the lawn. Despite this daily habit, they have attempted to report neighbors for the same violation.
